Local Rules for Qualifying Competitions during the pandemic...

Moveable Obstructions...
All stakes (not boundary markers) distance marker posts and other items on the course that are considered movable are to be treated as immovable obstructions from which free relief is allowed under Rule 16.1.

Flagsticks...
The flagstick must not be removed from the hole or touched with anything other than a club.
In circumstances where the flagstick is leaning towards a player prior to putting e.g. strong winds may have caused the flagstick to lean, it may be centred in the hole by use of a club.

Bunkers...
Because of the non-use of rakes preferred lies may be taken by placing the ball in the bunker within 6 inches of where it comes to rest, not near the hole, the sand must not be smoothed prior to placing the ball.

Rule 16.1b Relief for ball in General Area...
If a player’s ball is in the general area and there is interference by an abnormal ground condition on the course, the player may take free relief by dropping the original ball or another ball in this relief area.
